John joined the IFC in 2019 as the Team Lead for the IFC Procurement Coordination Unit. The team advises IFC clients on Operation and Administrative Procurement matters and serve a regionally based experts on procurement. Prior to joining IFC, John worked at the IBRD as a Contracts Officer in the Corporate Procurement Unit.
At Corporate Procurement he specialized on IT procurement and strategic vendor relationship management. John led many of the large procurements at the World Bank Group such as selecting and outsourcing of treasury systems, selection of global financial custodians for both the IFC and IBRD, enterprise content management and enterprise search. As the World Bank moved into cloud computing he led many of the strategic initiatives such as the selection for Amazon Web Services and negotiated the contract with Microsoft for email in the cloud and cloud services. He served as a founding member of the of the Cloud Clearance committee that advised clients on risks associated with cloud computing. John spent part of his career embedded in the IT department assisting with strategic sourcing and planning. John has worked with the Reserves Advisory Management Program (RAMP) advising IBRD Treasury clients on procurement issues.
Prior to joining the World Bank, John held procurement positions with the City of Alexandria, and Fairfax County Public Schools.
John is a graduate of the University of Maryland, holds a CPPB certification in public procurement from the National Institute of Governmental Purchasing; and is a member of the Institute of Supply Management.
John lives in Vienna, Virginia with his wife Melissa, and boys, John and Nicolas. He enjoys golf and boating in his spare time.
